Apple has updated its iPhone Configuration Utility to version 3.5. We haven't yet found release notes for this version. But a glance show the following changes:

New Restrictions

  • Allow Siri
  • Allow Siri while device locked
  • Allow voice dialing
  • Force user to enter iTunes Store password for all purchases
  • Allow Photo Stream
  • Allow diagnostic data to be sent to Apple

New VPN Types

  • SonicWALL Mobile Connect
  • Aruba VIA

There may be more. We'll post when we figure it out! Expect these settings to come to an MDM Provider near you soon.

All the Restrictions payload

All the Restrictions payload options you've listed except for 'Allow Siri while device locked' were introduced with iOS 5 and have been available in iPCU since 3.4. The documentation for iOS Configurator also mentions a 'Allow Location Services' Restrictions option that I've not yet seen in 3.5 (it's not currently mentioned in Apple's iPCU documents which seem to be up to date with the new stuff).

SCEP also receives two new options, 'Retries' and 'Retry Delay'. Haven't had enough time to go through everything yet.

Also thanks for the link; when iOS 5.1 dropped the other day I was checking Apple's Enterprise page to see if iPCU received any updates. Apple likes to sneak new stuff in the config profiles whenever they update, and their page was still pointing to 3.4 until like two hours ago. Your site has been bookmarked.
