Hi everyone,

I've been doing a ton of research and have even called Apple about this. What is the best way to do Apple IDs when deploying about 20 or so iPads? Our company does not need VPP and we already have a way to manage security and settings using Microsoft ActiveSync. We don't want to have the employees use their personal Apple IDs, but don't wish to tie a corporate credit card to the accounts. Is there a way to create IDs without having to add any kind of credit card?

Yes, you can create an Apple ID that is NOT associated with a credit card.

Doing so does NOT mean you don't want to use VPP though. VPP is a way you can get apps for 1/2 price, tax free (in education). Whether you use 1 Apple ID on 20 iPads or 20 Apple IDs on 20 iPads doesn't matter. If you have 20 iPads, you still need 20 licenses (redemption codes), and VPP is the way to do that economically.

If you won't want employees using their own Apple IDs, you will need to create Apple IDs to be used on the iPads. Creating Credit Card Free Apple IDs will accomplish what you want.
